The Ministry of Digital Transformation informs the public that it is starting a process of complete redesign and modernization of the National Electronic Document Management System (eDMS), aiming to establish a stable, secure and fully integrated system for citizens and institutions.
Current situation:
• In the last two years, the system has lacked technical support and development.
• There were no established standards for cybersecurity.
• Frequent breakdowns and system failures reduced its efficiency.
• Limited usage exclusively to document archiving (electronic registry), without complete digital processing, in only 20 institutions.
Undertaken Activities:
• For the first time, a thorough penetration test was conducted to identify and eliminate critical security vulnerabilities.
• A plan developed to eliminate risks and technical obstacles.
• Preparations have begun for the development of new functionalities and the recomposition of the institutions that use the system.
Planned measures and innovations:
• Citizens will be able to track the status of their cases in real time.
• Complete electronic processing of procedures, with automated creation of documents (decisions, notifications, certificates) with electronic signature and seal.
• Integration with ERP system for automatic data exchange.
• Two-factor authentication for enhanced security.
• Complete exclusion of paper in the work of the Ministry of Digital Transformation (as a pilot ministry) from October 1.
• Expansion of the scope with new institutions – ministries, agencies and public enterprises. In the process of incorporating 5 new institutions.

• For citizens: faster and more efficient administration, transparency, online access and reduced bureaucracy.
• For institutions: integrated platform, reduction of errors and optimization of resources.
• For the state: compliance with European standards and laying the groundwork for true digital transformation.
“eDMS is the foundation – the ‘pipeline’ of digital administration. Our goal is to provide a system that will finally work for citizens and institutions, prioritizing security, trust and usability,” stated the Minister of Digital Transformation, Stefan Andonovski.
