National E-Services Portal (uslugi.gov.mk)

The designated website of National E-Services Portal (hereinafter: Portal) is an electronic platform, available at https://uslugi.gov.mk, which allows citizens of RNM to receive information about public services and to utilize e-services from competent authorities and other entities that provide e-services via the Portal.

The Portal is established and managed by the Ministry of Digital Transformation (hereinafter: MDT), which is responsible for the Portal’s availability and technical operation, as well as systems linked therewith, described under Section 2

The competent authority or other entity-service provider (hereinafter: Competent Authority) shall be exclusively responsible for information about a given service, as well as for provision of the e-services.

 

1. Structure of the Portal

The Portal is consisted of a private and a public section

 

1.1. Public Section

The public section is available for all users, whereby they do not need to login or identify.

The public section covers data on services provided by competent authorities and other entities-service provides. The following data are available for each service: basic information, competent authorities, forms, applications, requirements, proof, payment information, legislation etc.

Services may be searched and found according to several criteria:

  • Life event;
  • Category and sub-category;
  • Alphabetic order;
  • Competent authority; and
  • Search tool.

The public section also covers data on competent authorities, including location thereof.

 

1.2. Private Section

The private section is available only to registered and identified users. This section is utilized for:

  • Lodging of electronic request for receipt of a specific e-service;
  • Delivery of proofs, pursuant to defined criteria;
  • Payment of administrative fees for the e-service;
  • Following the procedure status pursuant to the maximum available level of inspection set forth by the competent authority;
  • Receipt of request response; and
  • Receipt of e-service.

 

2. Connectivity with Other Systems
2.1. Single Sign-On System (SSO)

Registration and login on the Portal would be available via the Single Sign-On System (SSO) available at https://eid.mk. At present, registration to SSO is available only to natural persons. Details on the SSO registration process are available here.

When logging in on the Portal, the user is automatically redirected to SSO to identify with his/her username and password of qualified electronic signature certificate. After successful identification, SSO sends an authentication token to the Portal, which, in turn, enables access to the Portal’s private section.

In the future, SSO will be integrated with systems of other institutions and will serve for login therein, whereby users would use the same login data. SSO supports Open ID 2.0, SAML 2.0, WS Federation, OAuth 2.0 protocols.

 

2.2. Central Population Registry (CPR)

The Central Population Registry (CPR) is a central electronic base that covers citizens’ basic data. This Registry is managed by MDT.

During the registration process, the physical identity of the user is verified by means of personal identification document, confirmation is requested of the e-mail address and verification is made that the entered data exist in CPR. After successful completion of this process, CPR generates and enters the Single Electronic Number of the Citizen (SENC), comprised of ten numbers. SENC is a link between SSO, the user’s physical identity and data thereof available in CPR.

When registering and logging in on the Portal, as well as when lodging e-service requests, SSO communicates with CPR by use of SENC to verify and download upgraded user personal data.

 

2.3. Catalogue of Services

The Catalogue of Services is an electronic base that serves for structured entry and management of data for all public services, such as: basic data, deadlines, payments, competent authorities, legal grounds, legal remedies, category and life event, etc.

Most of the data covered under the Catalogue of Services are published on the Portal’s public section. Prior to publication, data are entered, verified and approve. Competent authorities and MDT undergo this process.

 

2.4. E-Service Payment

Receipt certain e-services would require stipulated payment of administrative fees and/or other fees. Payment for these services is made available via payment cards, in a secure manner via a business bank operating in RNM.

 

3. Who is the Portal Intended For?

The public section of the portal covers data intended for citizens and companies, as well as for other organizations. Within content published on the Portal, data are published concerning services at both central and local level. Published services are also related to citizens of RNM and to foreign citizens.

At present, the private section provides e-services for natural persons – citizens of RNM.

 

4. Legal Framework

Legal framework for operation of the Portal are stipulated under the Law on Electronic Management and Electronic Services (98/2019) that defines electronic exchange of data and method in which it should be conducted, as well as provision of e-services, mediator operation etc. 

Other laws relevant to the Portal’s operation are the Law on Central Population Registry (98/2019) and the Law on Electronic Documents, Electronic Identification and Trust Services (101/2019).
