ABOUT US
With the amendment to the Law on Organization and Operation of the State Administration Bodies (Article 26-a), the Ministry of Digital Transformation is responsible for the security of the networks and information systems of state administration bodies.
In accordance with Article 12 of the Law on Security of Network and Information Systems (“Official Gazette of the Republic of North Macedonia” No. 135 of 4 July 2025), the Ministry of Digital Transformation performs the function of a Computer Incident Response Team for the executive authorities – MKD-GOV-CSIRT.
MISSION
The mission of MKD-GOV-CSIRT is to build and maintain a secure, stable, and resilient cyber environment within the Government and the state administration bodies, through an integrated approach to cyber risk and incident management. MKD-GOV-CSIRT achieves its mission through:
· prevention and management of computer security incidents;
coordination and exchange of information on cyber threats with the national CSIRT and other relevant institutions;
· support to constituents in the identification, analysis, and resolution of cyber incidents;
· provision of strategic and operational guidance for the implementation of cybersecurity measures;
· promotion of awareness of cyber threats and the use of security tools and standards.
MKD-GOV-CSIRT acts upon reported or identified cybersecurity incidents affecting the networks and information systems of the Government, ministries, independent state administration bodies, bodies within ministries, administrative organizations, municipalities, and the City of Skopje, with the aim of timely detection, analysis, coordination, and mitigation of the consequences of computer and network incidents.
Within its competencies, MKD-GOV-CSIRT:
· performs prevention, early detection, analysis, and coordinated response to cybersecurity threats and incidents within its scope of responsibility;
· develops plans, protocols, and technical guidelines for managing cyber risks, significant incidents, and cyber crises;
· issues alerts, notifications, recommendations, and expert support to executive authorities and other entities defined by law;
· maintains registers and records of incidents, critical sectors, and entities in accordance with legal provisions;
· cooperates and exchanges information with the National Computer Incident Response Center (MKD-CIRT), competent state authorities, as well as domestic and international organizations and networks;
· conducts supervision over essential and important entities within its legal mandate and proposes or imposes measures in accordance with the law;
· organizes and implements trainings, exercises, and awareness-raising activities to strengthen cybersecurity capacities;
· prepares annual reports and other strategic and operational documents in the field of cybersecurity;
· performs other tasks as defined by law.
Constituents of MKD-GOV-CSIRT are:
· the Government of the Republic of North Macedonia;
· the ministries;
· state administrative bodies and organizations;
· units of local self-government, including the municipalities within the City of Skopje and the City of Skopje.
