Andonovski: New e-services from the Health Insurance Fund and connection to the Central Population Register: fewer counters, more digital solutions for citizens and companies

The Ministry of Digital Transformation and the Health Insurance Fund marked the beginning of intensive cooperation with concrete results – the introduction of new electronic services in the field of health insurance and the technical connection of the Health Insurance Fund with the Central Population Register (CPR), which simplifies procedures and reduces the administrative burden for citizens and businesses.

At today's press conference, the Minister of Digital Transformation, Stefan Andonovski, emphasised that the goal of the Ministry is clear: "for public services to be accessible, connected and oriented towards the needs of citizens and businesses."

The Minister emphasized that these are services "that directly simplify access to important documents, reduce the administrative burden and eliminate unnecessary waiting and physical presence at counters."

For legal entities, for the first time, an electronic service has been enabled for:

• Issuing a certificate of paid contributions for mandatory health insurance (fully digital, available at any time).

For legal persons, the following e-services have been introduced:

• Certificate of registration and deregistration in mandatory health insurance,

• Certificate of insured or uninsured person and paid contribution,

• Certificate of paid salary compensation during temporary inability for work.

"These services are just the beginning of a systemic digital transformation, not isolated technical solutions," stated Minister Andonovski.

Special emphasis was placed on the introduction of the single sign-on: “Users of the Health Insurance Fund portal are automatically introduced into the single sign-on system – SSO,” said Andonovski, adding that “citizens are given the opportunity to navigate and use services on different institutional portals with a single user profile, without having to log in again and without additional administrative barriers.”

As of today, the HIF is also technically connected to the CPR, which enables the automatic downloading of relevant data for citizens. The Minister emphasized that through this connection, the HIF “uses data from the CRN as a single reference source within almost 40 administrative and business procedures,” thus reducing errors and the need for manual data entry.

 

This connection, among other things, is applied in procedures such as: registration and deregistration of health insurance, determining the status of an insured person, sick leave, pregnancy and childbirth, treatment abroad, bilingual forms, refunds, certificates and other rights and obligations under the jurisdiction of the HIF.

“This is an example of what digital transformation should look like in practice: institutions that collaborate, systems that connect, and services that function for the benefit of citizens,” emphasized Andonovski.

“We will continue to build such solutions – which bring real, measurable benefits and transform public administration into a modern, efficient, and accessible service.” concluded the Minister, Stefan Andonovski.
