Ministry of Digital Transformation ranks First in Quality: Good Governance Begins with Services Without Bureaucracy and No Space for Corruption

The Ministry of Digital Transformation has been ranked first in the measurement of the Quality Index of Public Sector Institutions for 2025. The recognition was awarded at an event organized by the Ministry of Public Administration, in accordance with the Methodology for Assessing the Quality Index of Institutions.

 

In his address, the Minister of Digital Transformation Stefan Andonovski emphasized that this recognition represents an honor, but also a great responsibility for the Ministry and all employees.

 

“The fact that the Ministry of Digital Transformation has been ranked first in the measurement of the Quality Index of Public Sector Institutions for 2025, after only two years of existence, is a testament to the idea that when an institution is focused on its citizens, has organised processes, and a dedicated team, the results become visible and measurable,” Andonovski emphasized.

 

The measurement for 2025 was conducted through a combined approach, which includes both the perception of users and the actual experience of receiving service. The research included ten public institutions, 627 respondents in the survey section, and 70 "mystery clients".

 

Minister Andonovski emphasized that digital transformation is directly related to good governance, transparency and the fight against corruption. According to him, when procedures are clear, digital and traceable, the space for subjectivity, unnecessary delay and corrupt behaviour is reduced.

 

"That is the essence of digital transformation. Not technology for the sake of technology, but better public service. Less waiting. Less bureaucracy. More trust in institutions. And when processes are digital, clear and traceable, the space for subjectivity, unnecessary delay and corrupt behaviour is reduced", urged Andonovski.

 

He pointed out that this is precisely the essence of digital transformation — not technology for technology’s sake, but better public service, less waiting, less bureaucracy and more trust in institutions.

 

The Ministry of Digital Transformation, through the processes of digitalization, interoperability and electronic working, is engaged to reduce the administrative burden for citizens and companies, as well as to create a public administration that functions as a service, not as an obstacle.

 

“I also see this recognition as an incentive for the entire public administration. There is no institution that cannot be improved. There is no service that cannot be simplified. And there is no process that cannot become more transparent, faster and more predictable for citizens,” Andonovski emphasized.

 

The Minister expressed gratitude to the employees of the Ministry of Digital Transformation, emphasizing that the award is, above all, recognition for their daily work, dedication and professionalism.

 

"This is their reward. To the people who work every day with citizens, with institutions, with systems, with problems that are often not visible from the outside, but on which it depends whether a service will function or not," said Andonovski.

 

He also expressed gratitude to the Ministry of Public Administration for implementing the process, pointing out that such measurements instil a culture of accountability, comparison and recognition of good practices and weaknesses in the public sector.

 

"Our goal remains the same: institutions that work faster, more efficient and honest; services designed around the needs of citizens; and a public administration that builds trust," stated Minister Andonovski.

 

The Ministry of Digital Transformation continues with even greater dedication to the digitalization of services, strengthening interoperability between institutions and improving the quality of public services for citizens and companies.
