The Minister of Digital Transformation, Stefan Andonovski, during his appearance this evening on "Topic of the Day" on TV Sitel, reflected on the SMART licencing system, a project recently promoted by the Ministry of Digital Transformation.
Andonovski stressed that the system is already ready and functional, and that it is already being used for licenses issued by the Ministry of Digital Transformation.
"This is a project that is already being implemented in the Ministry of Digital Transformation. We waited for the system to be completed and able to be tested, before presenting it to the public and familiarising other institutions with it," noted the minister.
He emphasized that through the National Services Portal - uslugi.gov.mk, applications are already being made for licenses related to trusted services, such as electronic seal, electronic signature and time stamp, which are issued by the Ministry of Digital Transformation, noting that the system is functioning successfully.
According to Andonovski, the next challenge is for the system to be accepted and implemented by other institutions, as it is a solution that the state needs in terms of transparency, efficiency and better service for citizens and companies.
"Citizens should be sure that if a facility is operating, it has a valid license for the appropriate activity. Companies should be able to apply more easily and not have the impression that their case is being kept in a drawer, and institutions should be more efficient in exchanging data with each other," Andonovski stressed.
The minister explained that the system allows for the automated withdrawal of data already held by institutions, without the need for citizens and companies to resubmit additional documents and information.
"The system has been fully tested and is ready to be implemented in other institutions," added Andonovski.
He informed about the example of cooperation with the Ministry of Economy and Labor, where work is already underway to implement the same system. As he pointed out, the negative experience from Kocani, as well as the analyses of the Market Inspectorate at the time, showed that a large part of the facilities did not have appropriate licenses, which confirms the need for such a digital solution.
"We are already implementing the system for nightclubs, cabarets and restaurants. It is in the testing phase and I expect it to be operational by June 30, which is an obligation from the Growth Plan of the Ministry of Economy and Labor," said Andonovski.
The minister expressed his expectation that other institutions will also join the system, since it is a functional solution that can be easily replicated and applied in different areas.
