Andonovski: Electronic Archive and Document Management (eDMS) means reduced opportunity for corruption and rapid exchange between institutions

The Minister for Digital Transformation, Stefan Andonovski, at today's 95th session of the Parliament of the Republic of Macedonia, provided a broader explanation of the eDMS in response to a parliamentary question, a system that entails complete electronic management of documents.

 

"This system is the only one which guarantees that through the electronic archive you cannot have lost items, nor items tucked away in a drawer. The distribution of items is carried out to the last person in the institution, and with the improvements we have made, you have complete control of that item, meaning at any moment you know whether it is in the phase of preparation, control, or signing," Andonovski said in his address.

 

Regarding the cybersecurity of the system, the minister replied that when they inherited it, there were security weaknesses, but through a specific action plan they were removed, ensuring that today its security is guaranteed.

 

"In the first two months, we conducted serious and thorough testing of the system's security and all deficiencies were overcome through an action plan, so that today I can be confident and speak in front of you that the system cannot be breached in its current state. The data I have at the moment indicates that the number of documents stored in the system has doubled, and the Ministry of Energy, Mining and Mineral Resources already has around 20,000 registered items, in the short period since the system's use," added Minister Andonovski.

 

In the Reform Agenda, in the section on the complete archival operation of the state, three steps are envisaged which, if fulfilled, will bring the state more than 8 million euros, with half of the task already completed.

 

“The government was obliged to propose amendments and additions to the Law on Archival Operations in 2025. In June, we submitted amendments which you in the Assembly voted for, thereby securing the first tranche of available funds for North Macedonia, in the amount of 4.2 million euros, in the part of the Reform Agenda related to archival operations," concluded Andonovski.

 

The minister expressed regret that certain opposition MPs did not support the laws on digitization that relate to the Reform Agenda, despite having promised to do so.
