The Ministry of Digital Transformation informs that the call DIGITAL-2026-AI-09-GENAI-PA – Apply AI: GenAI for the Public Administrations is open, within the Digital Europe Programme, with full 100% funding from the European Union.

The call aims to coordinate and support pilot projects for the application of generative artificial intelligence (GenAI), fully integrated into the operational workflows and IT systems of public administrations, with a clear focus on their scalability and the possibility of replication in different institutional and national contexts.

Through this call the establishment of a Coordination and Support Action (CSA), which will enable the advancement of successful European GenAI solutions through the development of practical tools for their expansion and re-application, such as implementation manuals, technical documentation, repositories for replicability assessment, training programs and knowledge exchange, as well as the establishment of a community of practice at European level.

It is also envisaged to establish a helpdesk that will provide technical, organizational and legal support, including in the area of ​​public procurement, for public administrations interested in introducing GenAI solutions. The call additionally aims to identify the common needs of public administrations for European GenAI solutions, which will enable the pooling of demand at the European Union level and create conditions for greater visibility and involvement of European startups and innovative companies. These activities will strengthen cross-border cooperation and lay the foundations for a sustainable European community for generative artificial intelligence in the public sector, based on knowledge sharing, joint learning and building trust in European technological solutions.

The right to participate is granted to consortia composed of at least three independent organisations from three different member states of the European Union or countries associated with the "Digital Europe" Programme. Potential applicants include public institutions at national, regional and local level, universities and research institutions, educational and training institutions, small and medium-sized enterprises, private companies, as well as non-governmental and civil society organizations active in the field of digital technologies.

The budget of the call amounts 1,800,000 euros, with a 100% funding rate from the European Union, and the project will be implemented over a period of 36 months.

The call opens on 4 November 2025, with a deadline for submission of applications on 3 March 2026 by 17:00, via the electronic system of the Funding & Tenders Portal of the European Commission.
